Dutch people pay more and more without pulling their wallet with coins and notes. That's convenient, but there are also risks. Commercial institutions have thus become unnoticed decisive for critical public interests such as payment infrastructure and financial stability.

The Scientific Council for Government Policy (WRR) said this situation was undesirable last year. The major crisis of 2008 proved that when Dutch banks had to be rescued with state support.

In order to avoid such a crisis, alternatives are desirable, the WRR found last year. One of the options is an account with the central bank. That is what DNB wants now, although the bank expresses itself cautiously. If the European Central Bank is also in favour of it, DNB wants to play a “pioneering role” within Europe.
