Do you know the bead shelf? The bead shelf is not a real (wooden) board but a plastic shelf with pins. You can put nice figures on it, with big beads. For fine motor skills and because it's just fun, children can be creative with the bead board!

Choose your favorite sea creature, print out the template and place the template under the transparent bead board. That fits exactly! The colored plastic beads are placed on the pins, and when the figure is ready, the beads go back and another (new) figure can be laid.
