A power bank has a lithium battery. All electrical devices that can be charged normally have a battery control system. This system ensures that the battery does not charge too fast. When lithium batteries recharge too fast, they can catch fire quickly. 

Don't buy cheap power banks as they most likely have a bad battery control system. Don't leave your power bank on the bed before you go to sleep! If it explodes, you don't want to be around.
