Because of the Corona, many people have or get a financial problem. For this reason, the government has made available a one-off fixed amount of €4000 for entrepreneurs affected by the Coronamatarrangements through the Entrepreneurs Affected Sectors COVID-19 (TOGS).

Conditions
When does someone qualify for the €4.000 compensation scheme?
The available concession is for those entrepreneurs who are most affected by the government measures during this corona crisis.

However, conditions have been set to qualify for the TOGS:

in addition, the applicant must meet the following conditions.
  1. In order to qualify for the compensation damage COVID-19, the following conditions must be met:
    the company was established and registered in the KVK Commercial Register before 15 March 2020.
  2. The company employs up to 250 people. This is evidenced by the registration in the KVK Trade Register.
  3. The main activity of the company was registered on 15 March 2020 under one of the required KVK SBI codes.

  1. the company has a physical establishment in the Netherlands.
  2. This branch address is registered in the KVK Trade Register.
  3. Non-Catering Enterprises declare that they have at least one establishment with a different address than the private address of the owner/owners. For these companies, the private address of the owner/owners should not be the same as the place of business. Except are catering enterprises with SBI codes 56.10.1, 56.10.2 and 56.30. In any event, they declare that they rent, rent or own one catering establishment. In the case of these companies, the private address of the owner/owners may be the same as the place of business.
Details
  1. The grant is €4.000 per company once. The concession is therefore not per establishment.
  2. When applying, a bank account number is indicated in the name of the enterprise.
  3. The company is not bankrupt.
  4. The enterprise has not filed a request for suspension of payment to the court.
  5. The applicant declares to expect a loss of turnover of at least €4,000 in the period from 16 March 2020 to 15 June 2020.
  6. The applicant declares to expect at least €4,000 in fixed charges in the period from 16 March 2020 to 15 June 2020. Even after the use of other aid measures made available by the public authorities.
  7. The applicant declares that no more than €200,000 of public aid has been received over the current and past 2 tax years (de minimis regulation). Has the company exhausted the entire amount of €200,000? Then the applicant is not eligible for the scheme.
  8. The applicant declares that the company is not a public undertaking.
Registration procedure
How can you apply for the €4.000 compensation scheme?
  1. You can apply for compensation damages COVID-19 from 27 March 2020 at 16.30 hours until Friday 26 June 17.00 at the Rijksdienst voor Ondernemend Nederland (RVO). Requests can only be made online.
Preparing the application
Requests can only be made online. This can be done from the house itself. A number of KVK data is filled in automatically. However, these data must be checked. Therefore, in advance, collect all the necessary data.

For the application it will be necessary:
  1. a level 1 (or higher) eRecognition device or DigiD;
  2. the company's KVK number (please note: not the establishment number/RSin);
  3. the SBI code of the main activity of the enterprise;

After the application
An attempt is made to make a decision within 2 weeks. After a positive decision, the payment will be made within a few working days. If it is not possible to make a decision within 2 weeks, the applicant will be notified in time.

The application is checked with KVK if the application meets the conditions. The assessment is based on the data in the Handelsregister on 15 March 2020 and a bankruptcy check is carried out via KVK.

Control and enforcement
Applications are also checked retrospectively, even if they are made through an intermediary. If, during the verification, it is found that the concession has been granted unduly, the amount paid shall be revised or the amount shall be recovered. This can be done up to 5 years after payment of the concession.
