
Introduction
The United States Constitution was drafted by 55 delegates at a Constitutional Convention in 1787. Its goal was to strengthen the inferior Articles of Confederation, which had kept the 13 states intact following their freedom from Britain.
It had to be confirmed by conferences in each of the 13 states, where participants debated both for and against the obligatory constitution before it could be implemented. The lack of specific individual liberty was one of the primary reasons against the approval of the US Constitution, thus James Madison proposed a collection of additions to be added to the US Constitution if it was passed.
Madison proposed 12 amendments by June 1789, but only 10 were enacted and adopted as the Bill of Rights in 1791.
