My calculations always use 4 1/3 or 4.33 because that is the result of 52/12. It would be more accurate to use 365.25 / 7 / 12, which equals 4.35. I don't think there is too much room for disagreement here. Answering this question is a matter of fact and cannot be disputed.

Some months have extra days, but none have enough to count as an extra week. By logic and by checking a calendar, we know that a week is seven days. In a month that contains 28 days (all our months do), there are 4 whole weeks in a month, regardless of what day it begins on. A leap year, in which February is a 29-day month, occurs every 4th year.
