Netherlands Climate Agreement

In 2019, the government, companies, unions and NGOs concluded the Climate Agreement: a package of measures that should allow the Netherlands to reduce its CO2 emissions by 49 percent by 2030 compared to 1990.

On its own initiative, the TNO evaluated that consultation process: how did the set-up of the climate consultation influence its outcome, which interests were well represented and which were less, if not even?

The report, entitled Important Agreement, draws firm conclusions. According to the TNO, for example, the interests of large companies were mainly well represented, but those of citizens and small and medium-sized enterprises were much less well represented.

The report remained on the shelf for more than a year after completion and was only published last week, following an appeal to the Open Government Act.

This is relevant in light of the discussions for the Agriculture Agreement, which is currently underway. According to critics, the mistakes made in the Climate Agreement are now repeating themselves.
