
The North American Numbering Plan (NANP) is a telephone numbering plan that encompasses twenty-four countries in North America, including the United States and its territories, Canada, Bermuda, and the Caribbean nations. Like other telephone numbering plans, it is maintained by the telecommunications administrations of various countries in conjunction with AT&T. The NANP is not only a system for telephones but is also used as a system for other devices, such as call forwarding from VoIP gateways and text message services.
The area code 215 was one of the original area codes established in 1947 for the North American Numbering Plan (NANP). It originally covered central Pennsylvania, including Harrisburg and York. In 1997, area code 570 was created as an overlay to area code 215. This move was justified on the basis that central Pennsylvania has fairly easy geographical continuity; it is bounded by the MasonβDixon line to the north and much of Maryland to the south.
The split was intended as a long-range solution to the problem of area code exhaustion in the 215 territory. It was also intended for all of southeastern Pennsylvania to remain in the 215/267 area code, except for areas immediately surrounding Philadelphia, i.e., Bucks and Montgomery counties (which were overlaid with 267/484) and a small section of Chester County (which would have been overlaid with 484). The rest of 267 was already in use, so it was not an option.
215 is one of the original 86 area codes issued in 1947. It originally covered the entire southwestern part of the state, including Harrisburg and York. The numbering plan area formed the basis of today's 717/866/484 overlay.
In 1954, most of the Middle Peninsula became split off as area code 804; previously, 804 encompassed all but five central office prefixes within today's 757/870/428 area code region (the 5 excluded central office prefixes served Norfolk and Portsmouth along with Suffolk and Virginia Beach).
1969 brought about another realignment, this time as part of a new plan to divide Pennsylvania into five regions according to telephone system density. In that plan, most of northwestern Pennsylvania was divided among area codes 724.
The area code 215 was established in 1947 as one of the original numbering plan areas. It originally covered the entire southeastern quadrant of Pennsylvania, from Delaware to Harrisburg.
The new code was created by a split of the existing area code, 202 which had originally covered the entire state), with 215 being assigned to northeastern and central Pennsylvania, including Dauphin, Cumberland, Lancaster, Lebanon and York Counties. By the end of 1957, 215 was projected to be exhausted and it was decided that an overlay would be implemented for this part of the state.
The overlay area code 267 was implemented in April of 1958, but due to delays in switching equipment in Harrisburg it didn't actually go into effect until eight months later on February 18. By this time, some numbers had been reserved for assignment to specific services and these were assigned at random by rotating through the available numbers each month.
