Do people have an obligation to help others or should people be responsible for helping themselves?

I consider it should not be an obligation to help others, it is an action that should born from our heart but firstly, always, always we should give the first step and start helping ourself, if I fail in something, it will not because others did not help me, it will be because maybe I did not put enough effort first.

I think both statements have some truth behind them. I think everyone ought to help themselves first so they are capable to offer help to others, or at least can ask for help if they would need it.
